As a non-native speaker of English (or should I say, a writer), I admit that I edit my articles two or three times, check them with Grammarly and even then, there could be some missed typos. Some of my readers are kind enough to point them out to me. This is in the articles I self-publish. Hopefully, publications do read the articles they receive.
